A national leader in shaping the urban environment, Charlie Hales has led the development of land use and transportation plans, redevelopment area plans, climate action plans, and transformational infrastructure projects across the United States. He helps clients master the challenges of rapidly-changing cities and make key investments that support urban vitality.
His background includes leading the team that built America's first modern streetcar line, as well as creating a wide variety of citywide and neighborhood plans. His public administration background also equips him to help clients implement these plans, developing implementation and finance strategies for urban development, transit and public spaces.
Charlie previously served as the mayor of Portland, Oregon. As such, he led the drafting and adoption of the city's new Comprehensive Plan. The 2016-2041 Plan incorporated thousands of land use decisions and positioned the city for a current rate of growth of 1,000 new residents per month.
