As our transportation procurement director, James focuses on adding value and managing risk when preparing procurement documents for projects. He leads and manages our procurement services capabilities and activities in transportation, working in tandem with our program management and alternative delivery leadership to advance the complementary practices.

James has provided procurement services across the country, contributing to many notable projects, including the South Mountain Freeway project for the Arizona Department of Transportation and the SR 91 Corridor Improvement Project for the Riverside County Transportation Commission.

He assists clients throughout the procurement process, including participating and/or leading activities from risk identification and mitigation to procurement document preparation, evaluation, shortlisting and contract award. His technical background of roadway drainage, roadway, highway and sewer design has been valuable in assisting owners in the management and development of the technical requirements for projects.

James is also active in the industry as a member of the Design Build Institute of America.
