Norm Toussaint

Norm Toussaint, P.E., PMP, LEED AP BD+C

Commissioning Operational Lead

Norm is a skilled project manager who excels at applying his knowledge of complex building systems and functional requirements. His engineering skills range from setting process engineering criteria to designing complete systems for advanced research facilities, allowing him to draw on these aspects in his supervisory roles. His diverse responsibilities include project planning and management, as well as mentoring and oversight of project managers. During any given day, Norm might be reviewing earned value on a project, writing a facility assessment report, developing business strategy, or working on a new service line.

He enjoys the day-to-day challenge of applying the experience gained during his more than 15 years on the planning and design side to the startup, testing and handover of complex buildings and the assessment and retro-commissioning of buildings already in service. For Norm, this completes the whole cycle.

Among his many accomplishments, Norm points to the development of the first ISO 9001 certification for an HDR office outside the U.S. as well as the conversion of the firm’s commissioning process and documentation into another language and explaining the process to unfamiliar (and sometimes skeptical) clients and contractors, all with successful results.
