The Building Resilient Infrastructure and Communities (BRIC) program aims to categorically shift the federal focus away from reactive disaster spending and toward proactive infrastructure-focused hazard mitigation. BRIC maximizes state and local responsibility for resilience by focusing federal resources on projects that directly support infrastructure and risk reduction.

FEMA will fund the following uses of assistance through BRIC: 

• Building Code Adoption and Enforcement: For states or Tribes to facilitate the adoption and enforcement of the latest published editions of building codes. 
• Capability and Capacity Building Activities: Activities tied to a specific infrastructure project that directly support infrastructure resilience, such as the adoption, enforcement and implementation of hazard-resistant building codes, technical training and project scoping activities. 
• Hazard Mitigation Projects: Cost-effective projects designed to increase resilience and public safety; reduce injuries and loss of life; and reduce damage and destruction to property, critical services, facilities and infrastructure (including natural systems). 
• Management Costs: Eligible and reasonable indirect costs, direct administrative costs and other administrative expenses associated with a specific hazard mitigation measure or project. 

The total fiscal year (FY) 2024 and fiscal year (FY) 2025 BRIC funding available is $1 billion.

An applicant may not receive more than 15% of the total available funding announced in this funding opportunity across all funding categories. *Only infrastructure and construction projects that have, at a minimum, a conceptual design are eligible; phased projects are not eligible. ** National competition applicants may submit an unlimited number of subapplications, each valued up to $20 million federal share. 

The graphic displays the cost share of 75% federal / 25% non-federal. Note: Small impoverished communities and projects located within or benefiting Community Disaster Resilience Zones are eligible for an increase in cost share up to 90% federal / 10% non-federal.

Eligibility Information

As a result of numerous major disaster declarations over the past seven years, all states and federally recolonized Tribal nations are eligible to apply for FY 2024 and FY 2025 funds. Must have current FEMA-approved Hazard Mitigation Plan (HMP) at time of application and award (except for capability- and capacity-building activities). Ideally, your proposed project or program is in alignment or identified in your HMP. Eligible applicants must apply for funding using the FEMA Grants Outcome (FEMA GO) management system.
