HDR Names Tracy Ellwein and Malcolm Dougherty U.S. West Region Transportation Directors
U.S. Northwest and Southwest Gains New Transportation Leadership
HDR has promoted Tracy Ellwein, P.E., to serve as U.S. Northwest transportation director and Malcolm Dougherty, P.E., to serve as U.S. Southwest transportation director.
In their new roles, Ellwein and Dougherty will oversee the continued growth, diversification and delivery of transportation infrastructure consulting services in the western United States. They will lead the development and implementation of their region’s annual business plans, collaborating across HDR’s 40 operating areas, 25-plus markets, and more than 75 professional and technical services practice areas.
Together, Ellwein and Dougherty bring more than 65 years of transportation and infrastructure experience to their new positions. Their appointments underscore HDR’s commitment to the western U.S., where 1,600 transportation employees deliver projects in the highways, bridges, transit, freight rail, aviation and maritime sectors. They will also be responsible for workforce development and recruiting.

Based in Portland, Oregon, Ellwein most recently served as HDR's Oregon/Southwest Washington operations area manager, where she guided multidisciplinary teams and oversaw continued growth of the area. She previously led HDR’s transportation practice in Idaho, growing client relationships and supporting critical transportation investments throughout the state. As U.S. Northwest Transportation director, she will be responsible for area operations in Alaska, Washington, Oregon, Idaho, and Montana.
Since joining HDR in 2023 as California transportation director in the Sacramento, California office, Dougherty has helped drive growth across the state while reinforcing relationships with key agencies and industry partners. Before joining HDR, he served as director of the California Department of Transportation, overseeing one of the nation's largest transportation programs. As U.S. Southwest transportation director, he will be responsible for area operations in California, Nevada, Utah, New Mexico, Arizona and Hawaii/Guam.
