How To Navigate EPR Implementation

Several states have passed or are considering introducing extended producer responsibility (EPR) bills, and it’s important for stakeholders along the product life cycle — municipalities, producers, hauling companies and more — to understand more about the implementation process. 

HDR’s Extended Producer Responsibility Lead Dan Bacehowski talked with the industry publication Waste360 and provided insight about the topic. In the EPR article, Bacehowski discusses what municipalities, hauling companies and materials recovery facilities can do to prepare, when to bring producers into the conversation, and information on costs. 

Bacehowski also discusses HDR's recent needs assessment projects for EPR in Colorado and Maryland and his lessons learned. 

“Improvements to statewide systems have to begin with the end in mind,” Bacehowski said in the article. “Without responsible end markets needing material, increased volumes of any material type are not viable.”
