Jim Hecht

Transit Engineering Director

Jim serves as our transit engineering director. He is whole-heartedly engaged in conceiving and advancing a variety of transit projects through each phase of project development (planning, design, construction and operations). He is passionate about transit improving people’s quality of life.

Jim finds it rewarding to see his contributions come to life when projects open for service, including the Green Line to the River District and Blue Line to Cosumnes River College Light Rail Transit Extensions in Sacramento, California; the Arrow DMU from San Bernardino to Redlands, California; and soon the OC Streetcar from Santa Ana to Garden Grove, California.

He served as project manager for the 6-mile Mission Valley East LRT Project in San Diego from I-15 to La Mesa through design and construction, and one of the project managers for the 6-mile Mission Valley West light rail project from Old Town to I-15 through design and construction.

Jim participated in an Urban Land Institute Advisory Services Panel review of the 26-mile Silver Line LRT Project in Charlotte, North Carolina, specifically the proposed alignment through Uptown Charlotte. Jim’s recommendation to change the planned alignment received media attention given the magnitude of the change and the importance of the project to the Charlotte region.

Jim is a member of the Community Streetcar Coalition, the American Public Transportation Association and the Urban Land Institute. He presented the OC Streetcar Project at the 2019 Community Streetcar Coalition annual meeting in Tucson, Arizona.
