Water Program Management Lead

Expert in building high-performing teams on programs valued at up to $10 billion — both as part of the owner’s team and as a consultant — Lee is broadly experienced in initiating major programs, developing processes and leveraging teams to help organizations meet their goals. He has partnered with clients in North America and around the globe in all phases of programs, from ideation to planning, design, construction, startup and handover.  

As a program management lead, Lee is instrumental in identifying new opportunities and engaging with infrastructure owners across the program life cycle. Before joining HDR, Lee led the program management team for the $2.4 billion Water and Wastewater Capital Improvement Program in DeKalb County, Georgia. 

Lee provides strategic direction for several water programs across the U.S. and Canada, as well as our collaborative One Water research effort in conjunction with the Water Research Foundation and the City of Los Angeles to provide foundational guidance on the planning and delivery of water infrastructure programs.
