I strive for a holistic approach that focuses the planning, project development and implementation, and operations on providing outcomes that meet the needs of its communities and the people that are served.”

Matt is our global transit director, setting the vision and direction for the more than 600 employees who provide a diversified portfolio of services tailored to the needs of bus, streetcar, commuter rail, light rail, subway and inter-city passenger rail projects and programs worldwide.

He draws on deep executive-level public sector experience to advise transit clients on industry trends and best practices. Matt helps agencies think broader than an individual project to consider how to holistically support the broader needs and goals of communities served to foster prosperity. He has a background in the areas that are most important to transit executives today, including public-private partnerships, transportation demand management, integrated corridor planning and operations and more. Matt’s experiences and connections across the transit industry allow him to share knowledge and insights from a broad spectrum combined with comprehensive understanding of the needs of agencies. 

From 2008 to 2023, Matt was the CEO of the North County (San Diego) Transit District. During his tenure, NCTD constructed a downtown COASTER rail station; established a robust real estate development program; replaced its fleet with new locomotives; and advanced the agency’s transition to zero emissions bus fleets.

Prior to NCTD, Matt served as the executive director of the Virginia Department of Rail & Public Transportation, the COO of the Santa Clara Valley Transportation Authority, deputy public transit director for Phoenix, and deputy general manager of the Greater Richmond Transit Company. Matt also served several appointments for the American Public Transportation Association and currently chairs APTA’s legislative committee. He is also a member of the Conference of Minority Transportation Officials’ Accessibility Advisory Council.
