Neil Graff, P.E.

As our president and chief operating officer, Neil is responsible for daily operations of the company. He also serves as a member of the HDR Board of Directors.  

Neil became the firm’s COO in 2024 after serving as our company's director of U.S. and North America operations, supporting our architectural and engineering practices.   

Neil joined HDR in 1991 and has more than three decades of industry experience, with the early part of his career focused on engineering business lines in the South-Central portion of the U.S. His career has been dedicated to improving our communities, protecting our environment and increasing the resiliency of public infrastructure. A leader in implementing water and wastewater projects, Neil has also helped communities implement groundbreaking projects for all types of infrastructure. 

In 2000, Neil was honored as the Young Engineer of the Year by the Travis chapter of the Texas Society of Professional Engineers. He has also served as chair of the Water Treatment Plant Design and Construction Committee of the American Water Works Association, board member of the Texas chapter of the American Council of Engineering Companies, and in various other industry positions. 

Neil holds a bachelor's degree in civil engineering from the University of Texas at Austin and is a registered professional engineer. He is also a member of the University of Texas Manseeh Department of Civil, Architectural and Environmental Academy of Distinguished Graduates.
