Tommy brings more than two decades of experience in master planning, space programming and the design of civic and justice facilities. As a strategic advisor to clients, he helps shape facilities that are operationally sound, secure, fiscally responsible and aligned with long-term community and justice system goals.

His expertise spans the full spectrum of justice facility types, including courthouses, detention centers, youth justice facilities, public safety complexes and behavioral health treatment environments. He prioritizes evidence-based design from the outset and emphasizes technical rigor throughout documentation for each facility to meet stringent security and operational requirements.
