Facility Condition Assessments
BUILDER™ Sustainment Management System and Facility Condition Assessments for Federal Agencies
HDR provides comprehensive Facility Condition Assessments (FCAs) using the BUILDER™ Sustainment Management System (SMS) to help federal agencies make informed decisions about infrastructure investments, lifecycle planning, and mission readiness. With over 317 million square feet of federal facilities assessed, our teams deliver actionable data that supports capital planning, audit readiness, and long-term asset optimization.
Proven FCA Expertise Across Federal Installations
Our planning teams recently completed FCAs at 36 U.S. Marine Corps Forces Reserve (MARFORRES) Training Centers, encompassing 4.8 million square feet across 180 buildings and associated linear assets. These assessments included:
- Condition evaluations of hangars, warehouses, admin buildings, vehicle maintenance shops, pavements, and utilities
- Development of DD1391 forms, cost estimates, and repair/replacement scopes
- Integration of long-range maintenance plans into FM:Interact for enterprise-level project planning
- Support for MARFORRES’ Financial Improvement Audit Readiness (FIAR) and facility design initiatives
BUILDER™ SMS Implementation and Lifecycle Asset Management
HDR’s BUILDER™ SMS process is built on a six-step methodology that ensures consistent, high-quality data collection and reporting:
- Calibration inspections for data accuracy
- Inventory modeling using BRED and BlueBeam Revu
- Real-time field QC and back-office QA reviews
- Integration with GFEBS, RPIM, and other federal systems
- Compliance with Army BUILDER Inventory and Assessment Guide
We deliver transparent, system-level reporting with deficiency tracking, cost estimates, and project scopes ready for immediate implementation.
