Multiphase Wastewater Upgrades and Regulatory Support
The City of Camas owns a Wastewater Treatment Plant (WWTP) that was issued a new National Pollutant Discharge Elimination System (NPDES) permit on August 1, 2025. The permit establishes updated treatment requirements and monitoring frequencies for the solids and liquids treatment processes at the facility and includes several new conditions that must be completed during the current permit cycle.
HDR has been supporting the City on WWTP planning, permitting and upgrade projects since 2022. We have partnered with the City to support reliable, compliant and forward-looking wastewater infrastructure anchored by its WWTP. The facility provides advanced treatment using activated sludge, nutrient removal, pH adjustment, filtration, and UV disinfection — serving a community with a unique collection system that includes Septic Tank Effluent Pump/Gravity (STEP/STEG) system components.
HDR’s role spans ongoing support and targeted capital improvements. Through an on-call contract, we provide the City with responsive access to specialized expertise to address operational challenges, maintain regulatory compliance and advance system performance. This flexible model allows City staff to quickly resolve issues, manage risk and sustain uninterrupted service.
In parallel, we are leading a multi-phase modernization program that includes the full replacement of Secondary Clarifiers 1 and 2, which will restore critical treatment capacity with reliable, modern equipment. We also evaluated and specified a sole-source upgrade to the facility’s UV disinfection system to confirm alignment with NPDES permit requirements.

The result is a trusted partnership that helps the City deliver resilient, efficient wastewater services, supporting both current needs and future growth. Recognized by the Washington State Department of Ecology with multiple Outstanding Performance awards, the plant reflects the City’s commitment to operational excellence.
