Honoring the Legacy of Strategic Deterrence

A large design team comprised of many subject matter experts created a cohesive command and control facility. USSTRATCOM will support deterrence by conducting strategic planning, warfighting operations and aid the President’s nuclear response decision-making process, provide global situational awareness to the National Command Authorities and, if necessary, deliver a decisive response in all domains.

The General Curtis E. LeMay Building at Offutt Air Force Base in Nebraska is one of eleven unified combatant commands in the U.S. Department of Defense. While geographically dispersed it is ultimately responsible for oversight of nuclear operations, space operations, joint electromagnetic spectrum operations, global strike, missile defense, analysis and targeting, and cyberspace operations currently.

Key components include:

  • Mission support and mission critical programs to accommodate sensitive compartmented information facility, open storage and non-classified functions on raised access floor with a robust underfloor cable infrastructure to accommodate adaptability and flexibility as requirements evolve.
  • A Global Operation Center with High-Altitude Electromagnetic Pulse shielding, which is treated like a building within a building.
  • 102 dedicated planning, meeting, training and conference rooms plus a 400 seat auditorium with retractable seating with video teleconferencing capability capabilities.  
  • Support buildings include the visitor control center, loading dock and warehouse, and the central utility plant.

Together with sitework, parking, landscaping, sculpture gardens and VIP accommodations these components form a cohesive military complex.

In January 2020, it was announced that the USSTRATCOM effectively executed an exercise test involving a classified scenario to engage nuclear command, control and communications in support of geographic combatant commands. The success of this exercise and the mission support of these critical programs reflects HDR’s subject matter expertise created to design the General Curtis E. LeMay Building.
