Managing Complexity in Major Transit Programs
HDR’s Brian Buchanan Discusses Program Management Value and Misconceptions With Metro Magazine
Delivering large-scale transit programs has never been simple, but today’s environment adds new layers of complexity. From heightened public visibility to supply chain volatility and evolving stakeholder expectations, transit agencies are being asked to do more with less while still delivering transformative infrastructure for their communities.
In a recent interview for Metro magazine’s Metrospectives podcast, Brian Buchanan shared practical insights on what it takes to guide complex transit programs from vision to reality.
Buchanan serves as HDR’s transit program management lead, applying decades of experience across public and private sectors. That blend of perspectives gives Buchanan a deep understanding of how governance, funding, technical delivery and public expectations intersect on major transit investments.
In the interview, Buchanan emphasized that successful program management starts with focus and alignment. Large transit programs often serve as catalysts for broader infrastructure upgrades, but losing sight of the core mission can create unnecessary risk.
“Remember that the transit agency is there to try to bring better mobility for the people of the community. Don’t try to solve everybody’s issues with your project,” Buchanan said. “Make sure you have that core mission and values and have everybody agree to that at the beginning, because as the programs advance and they mature, you’re going to have to have some tough discussions about things.”
Buchanan also pointed to proactive risk management, collaborative contracting models and trusted adviser relationships as essential tools for navigating cost escalation, workforce challenges and long delivery timelines. Listen to the full conversation on Metro magazine’s website.
